Background
Partners for Community Transformation (PaCT) is a not-for-profit organization dedicated to
addressing structural inequalities that limit the potential of girls and young women in Uganda. We
focus on advancing economic inclusion, social protection, and personal development for Adolescent
Girls and Young Women (AGYW) aged 10 – 24. PaCT currently operates in ten districts with the
national offices located in Wakiso District, Nansana Municipality and Program Coordination office in
Mityana.

Position: Water Engineer:
PaCT seeks a qualified and motivated individual to fill up the position of Water Engineer to join its
dynamic team. The Water Engineer will lead the design, implementation, and supervision of
community water supply systems and sanitation infrastructure in PaCT’s areas of operation. The
ideal candidate will be required to posses strong technical background, field experience, and a
passion for community development, and knowledgeable in working with District local governments
most especially the District Water Office.

Key Responsibilities

  • Design and oversee construction of water supply systems, including boreholes, gravity flow
    schemes, and rainwater harvesting systems.
  • Conduct feasibility studies, site assessments, and prepare technical reports.
  • Ensure compliance with engineering standards and environmental regulations.
  • Supervise contractors and community based construction teams.
  • Design and support operation and maintenance mechanisms of constructed water facilities.
  • Work collaboratively with district water offices and other partners to strengthen WASH
    interventions.
  • Represent PaCT at water National Technical Working Groups (TWGs) and related national
    related forums
  • Prepare project progress reports and documentation for donor reporting.
    Scope of Work
    The Water Engineer will provide technical leadership in all aspects of water project planning, design,
    and implementation, ensuring quality, sustainability, and community ownership.
    Mode of Employment: Contractual, initial one (1) year, with the possibility of renewal subject to
    performance and continued funding.
    Required Qualifications and Experience
  • Bachelor’s degree in Water Resources Engineering, Environmental Engineering, or a closely
    related field.
  • A Master’s degree in Water and Sanitation Engineering, Hydrology, or Environmental
    Management is an added advantage.
  • Registration with a recognized engineering body (e.g., ERB, or equivalent professional
    association is an added advantage
  • Minimum of 3 years proven experience in rural and small-town water systems, including
    boreholes, protected springs, gravity flow schemes, and rainwater harvesting.
  • Demonstrated ability to conduct hydrogeological surveys, water quality testing, and feasibility
    studies.
  • Proven experience working with NGOs or development projects and Local Governments
  • Strong communication, supervision, and teamwork skills.
  • Proficiency in AutoCAD, GIS (Mapping water points, conducting hydrogeological and catchment analysis,
    supporting district WASH data systems, and reporting to the National Water Atlas) and other engineering
    software is an asset.
  • Strong understanding of WASH sector standards, environmental safeguards, and community
    based approaches.
  • Willingness to travel frequently to field sites, including remote rural areas.
  • Valid riding and driving license
