Terms of Reference (ToR) for recruitment of Human Resource Expert
1.0 Background
PaCT (Partners in Community Transformation) is a not-for-profit organization committed to improving the socio-economic well-being of underserved rural communities by facilitating access to WASH services, education, and livelihood opportunities. Currently, PaCT operates in five districts: Mityana, Kasanda, Gomba, Mubende, and Kakumiro, with a team comprising over 20 full-time staff, several full-time volunteers, and two external technical support staff.
Despite the impact of PaCT’s programs, the organization faces challenges that hinder its operational efficiency. These include gaps in key managerial roles, a lack of well-defined staff benefits, and a need for a comprehensive review of salary and organizational structures. In recognition of these challenges, the Board of Directors seeks to engage an experienced Human Resource expert for a six-month period to support the in-house team in strengthening HR functions.
2.0 Objective of the Assignment
The primary objective of the consultancy is;
2.1 To enhance the effectiveness of PaCT’s Human Resource function by:
- Assessing and supporting management to address HR and administrative gaps that impact operational efficiency.
- Developing and implementing a structured HR framework, including policies and procedures.
- Developing and implementing a structured administrative procedure that guide the day-to-day administration operations
- Reviewing and improving staff benefits and salary structures to enhance motivation and retention.
- Strengthening organizational structures and managerial roles to improve leadership and accountability.
3.0 Scope of Work
The HR expert will be expected to:
a) Conduct an HR and Administrative Audit:
- Assess existing HR policies, structures, and processes.
- Assess existing administrative procedure, structures, and processes and support improvement of the identified gaps
b) Review Organizational Structure & Managerial Roles:
- Assess the effectiveness of the current organizational structure.
- Propose structural adjustments to enhance efficiency.
- Develop job profiles for the new improved organisational structure
- Support in filling critical managerial gaps.
c) Salary and Benefits Review:
- Conduct a comparative salary review for similar organizations.
- Develop a competitive and sustainable salary structure.
- Establish a comprehensive staff benefits framework and guidelines.
d) Capacity Building & HR Support:
- Provide HR training for management and staff.
- Offer technical HR support, mentorship and coaching to the in-house HR personnel.
- Strengthen HR compliance with labor laws and industry standards.
e) Develop an Implementation Roadmap:
- Provide a detailed action plan for implementing HR reforms.
- Offer recommendations for long-term HR sustainability.
4.0 Expected Deliverables
The HR expert will be required to deliver:
- HR Audit Report highlighting key gaps and recommendations.
- Updated HR policies and procedures tailored to PaCT’s needs.
- Reviewed and revised organizational structure with clear managerial roles and job profile
- Salary and benefits structure aligned with industry standards in consideration of PaCT’s standards
- Training sessions on HR best practices for staff and management.
- Final HR Implementation Report, detailing improvements and recommendations.
- Administrative manual and procedures handbook
- A mentorship report for an internal staff to take on the roles and responsibilities of the HR at PaCT.
- A sumarised HR Hand book for staff
5.0 Duration and Timeline
The assignment will last for a maximum of six (6) months, beginning from April 1st 2025, with periodic progress reviews.
6.0 Required Qualifications & Experience
The ideal candidate should have:
- A Master’s degree in Human Resource Management, Organizational Development, or a related field.
- At least 7 years of experience in HR leadership or consultancy.
- Experience working with non-profits, NGOs, or community-based organizations.
- Strong expertise in HR policy development, organizational restructuring, and salary benchmarking.
- Excellent training and capacity-building skills.
- Familiarity with Ugandan labor laws and HR compliance requirements.
