
Dr. Lwassampijja Fred
Dr. Lwassampijja is a seasoned public health leader and general practitioner with over 17 years of experience in managing district health services. He currently serves as the Chairperson of the PaCT Board of Directors, a role he has held since 2023. In this capacity, he provides strategic oversight, governance leadership, and guidance to ensure the organization remains aligned with its mission and delivers high-impact programs across communities.
As Board Chairperson, Dr. Lwassampijja leads board engagements, supports resource mobilization efforts, and fosters strong partnerships with stakeholders. He also plays a critical role in shaping organizational policy and ensuring effective accountability and performance across the institution.
Before joining PaCT, Dr. Lwassampijja served as Head of Health Services in multiple districts, where he led health sector planning, budgeting, and execution. He has also worked as a general practitioner, continuing to offer clinical services even after retiring from full-time public health administration.
His areas of expertise include supervision and monitoring of service delivery, coordination of health promotion and disease prevention, emergency response (including leadership during COVID-19), resource management, health worker supervision, training, and quality assurance. He has also been instrumental in improving health data use, forecasting and ordering of medical supplies, and implementing quality improvement systems.
Dr. Lwassampijja brings to PaCT a unique blend of medical, managerial, and governance expertise. His leadership is defined by integrity, foresight, and a deep commitment to community health and institutional growth.
